Both are Old Dubai. Both are cheap. But the vibe is completely different. Here's how to pick.
Deira = older, grittier, the souks (Gold, Spice), genuine Old Dubai with cheapest hotels (AED 180-380). Bur Dubai = cleaner, Al Fahidi heritage district, slightly nicer hotels (AED 220-500), better metro access. Both 15-20 min by metro to Burj Khalifa.
Both sit on opposite sides of Dubai Creek and represent "Old Dubai." Both are cheap, authentic, and well-connected. But they have very different feels.

The vibe: Old, layered, working-class. Pakistani/Indian/Iranian immigrant communities. Spice and Gold Souks. The abra (1 dirham boat) crosses the Creek from here.
Best for:
Hotels: Mostly older 3-4 stars. AED 180-380/night. Often offer rooms with Creek view for under AED 300.
Downsides: Some streets grimy at night, crowded, parking nightmare.
The vibe: Cleaner, more residential, the Al Fahidi Historical District (the wind-tower neighborhood you see in tourist photos), Dubai Museum.
Best for:
Hotels: Newer 3-4 stars. AED 220-500. Citymax Bur Dubai is the budget gold standard at AED 240.
Downsides: Less souk action, more tourist-bus arrivals.
